National Scenic Byway Foundation Incorporated

A group of ten individuals from several sectors of the Byway community have responded to a need identified at the 2001 National Scenic Byway Conference in Portland, OR and created the National Scenic Byway Foundation. The group included representatives from eight states with representation from the not-for-profit, government and for-profit organizations. The group filed in Minnesota where state law allows organizational business to be conducted and meetings to be held by telephone and e-mail. The Secretary of State approved the Articles of Incorporation on February 12, 2004.

On March 16 the Incorporators met by teleconference and conducted their first business. Bylaws were adopted and officers elected all of whom serve as volunteers. Shelley Johnson, Creole Nature Trail in Louisiana chairs the group. Teresa Mitchell of the Seaway Trail, Inc. in New York is Vice Chair and Deborah Divine, BWR Corporation, Kansas Scenic Byway Coordinator is Treasurer. Douglas Arnold, Greater Alton/Twin Rivers CVB in Illinois and Bobby Koepplin, Sheyenne River Valley Scenic Byway in North Dakota serve on the Executive Committee. Other incorporators who continue as directors of the organization are Ty Bromell. Executive Director of the Louisiana Governor's Office of Rural Development; Sally Pearce, Colorado Scenic Byway Coordinator; Wyvonne Phillips, Santa Fe Trail Scenic and Historic Highway-Mountain Branch in Colorado and Paul F. Staley, Ohio Scenic Byway Coordinator The incorporators appointed Richard Haskett, Rice Creek Resources in Minnesota as Executive Director.

The Foundation is based on a belief that through unique powers as a not-for-profit and tax exempt charitable organization it can aid in the successful completion of projects that might not otherwise be accomplished by byways and byway organizations. It will strive to have the Byway collection of distinctive American roads, their stories and treasured places become as recognized and valued as national parks, forests and wildlife refuges and will assist current and future development, management, preservation and enhancement of byways through cooperation between units of government, the for-profit and the not-for-profit sectors. The mission of the Foundation is to assist other organizations in creating cooperative opportunities, developing human, financial and other resources and promoting scenic byways for the enjoyment of the public.

As identified in its articles of incorporation the purposes of the Foundation are:

o to educate the public, volunteers and byway professionals in matters relating to byways.
o to conduct research for the benefit of byways and byway organizations.
o to carry out charitable byway related projects that might not be addressed by other organizations.
o to develop human, financial and other resources and promote scenic byways for the enjoyment of the public.
o to maintain communication between byway interest groups and individuals.
o to recognize significant achievements relating to byways.
o to develop partnerships with units of government, the not-for-profit and the for- profit sectors.

Membership in the Foundation is open to any individual or organization interested in furthering its purposes. Like similar organizations such as the National Park Foundation, the National Forest Foundation and the National Fish and Wildlife Foundation; the National Scenic Byway Foundation is composed of members who contribute to its support. In addition the Foundation will engage in fundraising activities to carry out its projects. Individuals and organizations who become members at the appropriate level before December 31, 2005 qualify as "Founding Members" and will retain that distinction in all future membership rolls so long as dues are current. Memberships begin at only $40 per year and range to $1000.00 for sustaining lifetime participation. The Board may also award honorary, reciprocal and chapter memberships to worthy recipients.

*The Foundation may accept in-kind donations for these membership categories in lieu of cash dues. In kind donations include services such as graphic design, website development and hosting, legal services, printing etc. Contact the Executive Director for more information.

Interested individuals and organizations may now help launch the Foundation.
